No, as I mentioned below, the field will be 32 bits, therefore the graph would 
look like:

The following was reported as a bug, which was not caught during the document 
reviews:

> In paragraph "10.12.  IEEE 802.11 WTP Radio Type", the Radio Type 
> field is 8bit (used only 4 bits). The Radio Type field is used by IEEE
> 802.11 WTP Radio Information message element.
> In paragraph 6.25 (description of  IEEE 802.11 WTP Radio Information
